Homebrew repeater bound to frequency

I'm currently building my own MMDVM repeater and therefore need a DMR repeater ID. During registration I uploaded documentation on a state issued license call. But I got rejected obtaining an ID because I don't have a valid frequency yet. Is this normal procedure ?

In Germany it is the following way that you can obtain a frequency from the regulation authority (BNETZA) for a test-period without getting a callsign for an automatic station. With this frequency you can test for a few weeks. Also you could register a 6-digit repeater ID for your personal Callsign.
