Repeater didn't come up for a net today, after changeover to Daylight Saving Time over the weekend. Is it likely because schedules are handled as UTC in the Brandmeister server? If so, then I need to re-enter my schedules, correct?

So the answer is yes, since the Brandmeister scheduler UI uses UTC and the standard-time offset to determine local, and has no apparent awareness of Daylight Saving Time. I deleted the schedules based on local time (the exception was Worldwide Net which is based on UTC) and re-entered them as one hour earlier than actual local time. They come up as expected.
