Is it permissible for a repeater owner to register his machine without using the assigned repeater call-sign?

Hello Rene, what do you mean by " register his machine" and what other callsign or ID were you thinking of using?

This is not possible - he has to supply the repeaters call sign to receive a DMR ID. Only with a registered ID the BM system accepts the repeater and forwards connections from it into the net. The entry of the repeater name/info field is no relevant criteria, it is just read from the BM master as the repeater owner has entered it.
